Arcnorm — Terms of Service

Effective date: 2026-09-15.

Providing entity: MB Arcnorm (Lithuania). Governed by the laws of the Republic of Lithuania; personal data processed under the Regulation (EU) 2016/679 (GDPR).

Contact: legal@arcnorm.com

Canonical language: English. UI translations (Lithuanian, Latvian, Estonian, Polish) are convenience copies.

1. These terms

These Terms of Service ("Terms") govern your access to and use of the Arcnorm service — the website at arcnorm.com, the interactive regulatory-research assistant, the reference features, and any related software, applications, and documentation (collectively, the "Service"), provided by MB Arcnorm ("Arcnorm", "we", "us", or "our").

By accessing or using the Service, or by creating an account, you agree to be bound by these Terms. If you do not agree, you may not use the Service.

2. What the Service is

Arcnorm is a professional research tool for regulatory text. It answers questions about each released jurisdiction's official, in-force technical regulations for buildings, construction, hygiene, fire safety, and related law, and returns machine-generated answers that are grounded in retrieved official text and cited to it, indicating the date as of which the legal view applies (an “as-of” legal view). It retrieves and summarises official regulatory text; it does not provide legal advice, opinions, or a lawyer-client relationship (see section 11).

The Service is made available per jurisdiction, in phases. Only released jurisdictions appear in the product UI, routes, marketing, and sitemap; an upcoming jurisdiction that has not yet shipped is not shown. Currently the Service covers released jurisdictions in the Baltic region (for example Lithuania first, with Latvia and Estonia released on a rolling basis); jurisdictions are added over time and may be removed or paused.

3. Eligibility

You must be at least 18 years old and have the legal capacity to enter into a binding agreement to create an account or use the Service. By using the Service you represent and warrant that you meet these requirements. If we learn that personal data of a person under 18 has been collected without the required consent or authority, we will take steps to remove it.

4. Accounts and authentication (Clerk)

To ask a question in the chat you must register for an account.

We use Clerk as our third-party identity and authentication provider. Clerk handles registration, login, credential storage, OAuth flows, session management, and synced account metadata. Your name, email address, and credentials are processed and stored by Clerk; Arcnorm's backend receives only a pseudonymous, encoded user identifier and does not hold your raw credentials or profile data directly (see the Privacy Policy). By registering you also agree to Clerk's terms and privacy policy. You can manage or delete your account through the account interface linked from the Service.

Account responsibility. You are responsible for safeguarding your sign-in method and for all activity that occurs under your account. Notify us promptly of any unauthorised use.

5. Access tiers

The Service is offered on a graduated visitor → free account → customer model. In summary:

  • Visitor (no account). You can read the public pages and a shared conversation without an account. Asking a question in the chat requires signing in, and every conversation is saved to the account that asked it; a cached or static showcase answer, where offered, is labelled as an example.
  • Lead (registered, free). With a free account you receive a small daily allowance of agentic (chat) answers. A credit is consumed only when a streamed answer completes; abstentions, errors, and cached answers do not consume credits.
  • Customer (subscriber). With a paid subscription you receive full results, per-plan chat allowances, and — where your plan provides it — metered overage billed through Stripe.

Allowances, rate limits, and result counts are set per the published plan and may be adjusted as the Service evolves; we will communicate material changes. Automated or abusive use designed to circumvent allowances is prohibited (see section 9). Cached answers never count against your quota.

6. Licensing, coverage, and references

Arcnorm indexes official regulatory text only where lawfully permitted and displays it under the per-jurisdiction licensing tier that governs it. Depending on the jurisdiction, an answer may return full official text or, where text may not lawfully be reproduced, an authoritative, dated, licence-assessed reference to the official source (title, instrument, edition, and location) rather than the text itself. Arcnorm does not scrape content it may not reproduce and does not reproduce standards it does not hold. Out-of-corpus standards and other referenced-but-not-indexed materials (for example, licensed Eurocodes and national standards) are cited by reference and are not reproduced; an answer that depends on such material may be incomplete. Where a jurisdiction publishes a consolidated text, answers use that official in-force text and always cite the official publication. Coverage and any exclusions are recorded machine-readably per jurisdiction.

Fair use of the free tiers. By using any free or trial tier you agree to use it for genuine research and evaluation, and not to use automated means to harvest, screen-scrape, or systematically download content or circumvent the allowances described in section 5.

AI use, training and attribution. Crawling, retrieval, indexing and model training on the content Arcnorm publishes publicly — the answers, their cited official sources, this licence and the documentation — are permitted, provided that any use of that content in or by an artificial-intelligence system (including training or fine-tuning a model, retrieval-augmented generation, and any answer, summary or other output that reproduces or derives from it) references or mentions arcnorm.com as the source, with a functional link to arcnorm.com wherever the medium allows one. That condition is published machine-readably as a licence at arcnorm.com/rsl.xml and as usage preferences in the site's robots.txt; those files record it, and this paragraph is its binding form. Where a machine-readable statement and these Terms differ, these Terms govern. This paragraph permits use of content Arcnorm publishes, not of the Service itself: it does not authorise automated harvesting (the preceding paragraph and section 5 govern that), and it grants no rights in user-submitted content, which section 7 governs.

7. Sharing and public pages

Any tier can share a conversation. A page shared before the full-text search feature was retired remains readable at its original link. A shared page is public and read-only: it shows the whole conversation as it appeared to the sharer — every question and every answer, together with the official sources each answer cited — as a static copy, with no retrieval or generation running for the viewer. A conversation too long to store in full is published without its earliest messages, and the page says so. Nothing beyond the sharer's own tier is ever part of a share, and the sharer's wider history and account are not. Viewing a shared page costs nothing and does not consume any allowance. A shared page may carry prompts to continue the conversation by creating an account or to subscribe. By creating a share you grant Arcnorm and other users the limited right to view the shared conversation and its cited sources for the purpose of the Service. You must not publish personal, confidential, privileged, or third-party material unless you have the right to make it public; the share dialog requires you to acknowledge this before a link is created.

8. Payments, subscriptions, and metered billing (Stripe)

Paid features are offered on a subscription basis priced in EUR.

Taxes. Published prices are business-reference prices stated exclusive of value-added tax (VAT). Before a consumer is bound to pay, Stripe Checkout collects the billing information needed to calculate and displays the final total including applicable taxes. Where a business provides a valid VAT identification number and the supply is eligible, VAT may not be charged and the reverse-charge mechanism may apply; the invoice shows the tax treatment. Tax depends on Stripe account registrations and the facts of the transaction, so the final checkout total controls.

Payment processing. Payments and subscription management are processed by our third-party payment processor, Stripe. Arcnorm does not collect or store your full payment card numbers or financial credentials. You manage subscriptions and billing details through the payment interface linked from the Service. See Stripe's terms and privacy policy.

Fees and overage. Paid plans include a per-plan allowance. Usage above the allowance is, where your plan provides it, metered and billed as overage at the published per-unit rate, subject to applicable spend caps. By subscribing you authorise the payment processor to charge your chosen payment method for recurring fees and any metered usage. Subscription fees are non-refundable except as required by law. Prices may change; we will provide notice of changes to active subscriptions before they take effect. Organisational (team) accounts are billed per seat. The seat count is the number of members in your organisation workspace, and it is synchronised automatically: adding or removing a member changes the number of seats your organisation is billed for. A change takes effect from the date it is made and is prorated, so a seat added part-way through a billing period is charged for the remainder of that period and a seat removed is credited. The organisation administrator is responsible for managing membership; seat changes made by an administrator are treated as authorised by the organisation. Because invoices and receipts are issued to the subscribing contact, we pass that contact's account name and email address to the payment processor — see the Privacy Policy.

9. Acceptable use

You agree not to use the Service to:

  • violate any applicable law, regulation, or third-party right, including intellectual-property and database rights, or to reproduce or redistribute official text or standards you are not licensed to reproduce;
  • bypass, circumvent, or exploit any allowance, quota, rate limit, access tier, spend cap, paywall, or technical restriction of the Service or of any third-party publisher;
  • scrape, crawl, harvest, or otherwise systematically extract content or data from the Service by automated means without our prior written consent;
  • use automated means or bots to generate volume, fabricate engagement, or distort the Service;
  • upload, transmit, or process unlawful, infringing, misleading, or harmful content, or use the Service to generate malicious code or spam;
  • attempt to reverse-engineer, decompile, or extract the source code of the Service or its retrieval/ranking pipeline, or interfere with its operation, security, or availability;
  • impersonate Arcnorm or misrepresent the provenance or authority of the content the Service returns (for example, by presenting a machine-generated summary as an official legal text or as your own authored legal analysis where that is misleading);
  • incorporate Service output into another machine-learning or AI system, or resell or sublicense the Service or its content, except as the AI use, training and attribution paragraph in section 6 expressly permits.

We may suspend or terminate access if we reasonably determine you have breached this section.

10A. Consumer customers

If you are a natural person using the Service outside your trade, business, craft, or profession, you are a consumer. Nothing in these Terms excludes or limits rights, remedies, withdrawal rights, conformity protections, or procedural protections that mandatory law gives you. Consumer-specific pre-contract information and the final total are shown before you place an order.

Immediate access, withdrawal and cancellation. Before Checkout, we ask you to make a separate, unticked request for paid access to start immediately after payment. This request is recorded with the Checkout Session. It may affect a statutory withdrawal right only to the extent mandatory law says so; it does not waive any right that law preserves. You can cancel a recurring subscription through the Stripe billing portal linked from your account. To exercise a statutory withdrawal, cancellation, or refund right, contact legal@arcnorm.com with the account email, order reference, and request.

10. Your content

You remain responsible for the content you submit to the Service, such as questions, uploaded reference material where offered, and conversations you share. By submitting content you represent that you have the right to do so. You grant Arcnorm a non-exclusive, worldwide, royalty-free licence to host, process, cache, and display your content solely to provide the Service to you and to operate, secure, and improve it. We do not claim ownership of your content. We retain your content as described in the Privacy Policy: signed-in history until you delete your account, anonymous history only for the retention window stated there, and deleting your account severs the link from service records; those records remain pseudonymised unless they are irreversibly anonymised.

11. Not legal advice; disclaimers

Not legal advice. The Service provides machine-generated summaries of statutory/regulatory text for information and research purposes only. It is not a substitute for professional legal, architectural, or engineering advice and does not constitute legal advice, a legal opinion, or a lawyer-client relationship. Arcnorm assumes no duty of care toward you or any third party. It is intended for legal, design, engineering, and construction professionals who will verify before acting, and for informed research. You retain sole and exclusive responsibility for any professional, commercial, architectural, engineering, or legal decisions, filings, designs, or compliance actions.

Verify against the official source. Content is derived from official sources but may be incomplete or out of date. Answers reflect an as-of legal view over the indexed corpus only. Always verify any answer against the official publication and consult a qualified professional for decisions that carry legal consequences. Machine-generated citations and summaries are research aids, not formal compliance certifications or binding legal opinions.

Grounded answers only. The system answers only from the retrieved text and abstains (or flags insufficient evidence) when the corpus is insufficient. Do not rely on an answer as exhaustive: out-of-corpus standards and amendments may be referenced but not indexed.

No professional reliance and AI limitations. Arcnorm, its models, and its retrieval pipeline rely on automated generative artificial intelligence processes. Outputs and large-language model interpretations carry inherent risks of omission, statutory misinterpretation, truncation, or hallucination. Citations do not guarantee that the generated summary is accurate, complete, or legally sound. Output may contain errors or inaccuracies. You rely on any output strictly at your own risk and are solely responsible for independently verifying all statutory provisions, standards, and amendments before relying on them.

Disclaimer of warranties. The Service is provided on an "as-is" and "as-available" basis. To the maximum extent permitted by law, Arcnorm disclaims all warranties, express or implied, including merchantability, fitness for a particular purpose, and non-infringement, and does not guarantee that the Service will be uninterrupted, error-free, or secure, or that output is accurate, complete, or current. This does not affect any warranty or liability that cannot be excluded or limited under applicable law.

12. Limitation of liability

To the maximum extent permitted by the laws of the Republic of Lithuania, Arcnorm and its members, directors, and affiliates shall not be liable for any indirect, incidental, special, consequential, or punitive damages, or for loss of profits, revenue, data, use, goodwill, business interruption, or for administrative or regulatory fines, penalties, construction delays, building permit rejections or revocations, site downtime, rework costs, or third-party claims, arising from or relating to your use of or inability to use the Service, any content, or any output, including reliance on an answer that you did not verify against the official source or that you relied on without consulting a qualified professional for a consequential decision. To the maximum extent permitted by law, Arcnorm's aggregate liability arising out of or relating to these Terms or the Service shall not exceed the greater of the amounts you paid to Arcnorm for the Service in the twelve (12) months before the claim or one hundred euros (EUR 100). Any claim arising out of or relating to the Service or these Terms must be brought within one (1) year after the cause of action accrued, or be permanently barred. Nothing in these Terms limits liability that cannot be limited under applicable law (including liability for intent or gross negligence where it cannot be limited).

13. Indemnification

To the extent permitted by law, you agree to defend, indemnify, and hold harmless Arcnorm and its members, directors, employees, and agents from and against any claims, liabilities, damages, losses, judgments, fines, and reasonable expenses (including legal fees) arising out of or relating to your breach of these Terms, your content, your violation of any law or third-party right, or any claim brought by a third party (including your clients, contractors, or building authorities) arising from your use of, reliance upon, or dissemination of any output or content generated by the Service.

14. Third-party services

The Service relies on these third-party providers, each of which applies its own terms and privacy policy alongside ours: Clerk (terms, privacy policy) — identity and authentication; Stripe (terms, privacy policy) — payments and billing; Google (terms, privacy policy) — Gemini API generation and, for optional analytics, Google Analytics 4; PostHog (terms, privacy policy) — optional product analytics; Sentry (terms, privacy policy) — error monitoring; Linear (terms, privacy policy) — feedback and issue tracking; Cloudflare (terms, privacy policy) — hosting and edge delivery; and Brevo (terms, privacy policy) — email. These providers are independent of Arcnorm and Arcnorm is not responsible for the availability, performance, or privacy practices of third-party services. Your use of those services is subject to their terms.

15. Cookies, consent and service telemetry

Our Cookie Policy and Privacy Policy describe the cookies and services we use. Strictly necessary processing — sign-in and session management, security and abuse prevention, usage limits and rate limiting, billing, and error monitoring — is part of operating the Service and applies to all users, including signed-in accounts. Optional analytics (product analytics, Google Analytics, and session replay with performance tracing) runs only with your consent, which you may give, refuse, or withdraw at any time; refusing or withdrawing it does not affect your access to the Service, and no feature is conditioned on analytics consent. Until you answer the banner, a separate anonymous counting of page views and coarse interactions runs — with no cookie, nothing written to your device, and no identifier stored there — as the Cookie Policy and Privacy Policy describe.

16. Beta and experimental features

We may offer features designated as beta, preview, or experimental. Beta features are provided as-is without warranty, may contain errors, and may be modified, restricted, or discontinued at any time without notice. Your use of any beta feature is at your own risk.

17. Changes to these Terms

We may update these Terms from time to time. If we make material changes we will update the effective date at the top of these Terms and, where appropriate, notify you through the Service or by email. Your continued use of the Service after changes take effect constitutes acceptance of the updated Terms.

18. Governing law and disputes

These Terms are governed by and construed in accordance with the laws of the Republic of Lithuania, without regard to conflict-of-law principles. Any dispute arising out of or relating to these Terms or the Service that is not resolved amicably shall be subject to the exclusive jurisdiction of the courts of the Republic of Lithuania at Vilnius, subject to any mandatory consumer-protection rules that cannot be waived. A consumer may bring proceedings and rely on mandatory protections in the courts and law available under applicable consumer-jurisdiction rules. No arbitration clause applies.

19. Contact

Questions about these Terms can be sent to legal@arcnorm.com. For data-protection requests see the Privacy Policy.
